Start with the effective date
The effective date in the personnel record controls when the new pay grade begins for pay purposes. A selection date, pinning ceremony or public announcement can be different from that effective date.
Pay-system timing can create a delay
Personnel and payroll systems exchange updates on processing schedules. A valid promotion entered after a payroll cutoff may appear on a later LES with a retroactive entitlement covering the effective date.
What to check on the LES
- Pay grade in the identification section
- Basic pay amount for the correct longevity bracket
- Effective-date or adjustment remarks
- Retroactive entitlement and associated deductions
How to document a discrepancy
- Save the promotion order or official effective-date record.
- Compare the affected LES with the preceding month.
- Mark the pay-grade and basic-pay lines.
- Submit the documents through the branch personnel or finance process.
Effective date versus first visible deposit
Suppose a promotion is effective before a payroll cutoff but the personnel transaction posts afterward. The first deposit may remain at the former grade, followed by a later retroactive adjustment back to the official effective date.
The correct test is not the ceremony date or selection date. Compare the official effective date, the grade shown on the LES and the basic-pay table for the member’s creditable-service bracket.

Does promotion pay start on the pinning date?
Only if that is also the official pay-effective date. The controlling personnel record can use a different date.
Will delayed processing forfeit the difference?
A valid transaction can produce retroactive pay to the effective date, subject to the official record and applicable rules. Verify the adjustment on the LES.
