What FSA is for

Family Separation Allowance is intended to help offset added expenses caused by an enforced family separation under qualifying orders. It is separate from BAH and does not replace housing allowance.

Start, stop and interruption dates

The entitlement is sensitive to the type and length of orders, departure and return dates, and certain visits or changes in dependent status. The personnel or finance office applies the regulation to the documented timeline.

How to verify FSA

Check the entitlement and remarks sections of the LES, then compare the effective dates with the orders. A delayed start can create retroactive pay; a late stop can create a debt.

Example: why dates and orders control FSA

A member can be physically separated from dependents before the qualifying period begins under the applicable orders, or can return briefly under circumstances that affect entitlement. Count the documented qualifying period rather than assuming every day away from home is payable.

When FSA starts late in payroll, a later LES can include a retroactive amount. When the separation ends, a late stop can create an overpayment, so review the first two LES statements after reunion or reassignment.

Use the following items together; a dollar amount without the supporting authority and effective dates is not enough to confirm entitlement.

  • Dependent and dual-military status

No. The orders, dependent circumstances, separation type and required duration must meet the current rules.

Is FSA part of BAH?

No. It is a separate allowance. A member can need separate eligibility determinations for FSA and housing allowance.
